I'm loving the new Oil Paint filter in Photoshop CS6! It's easy to do, and a lot of fun to work with. The filter creates painterly strokes of color throughout the image, giving it an artistic look.
I used the Oil Paint filter in the above photo of the Eiffel Tower. The image was photographed at twilight for the most opportunities with color in the original image. Play with the sliders in the Oil Paint interface to see the effect it creates. I tend to eliminate the shine slider, and work with creating my own texture in the image. The key is to accentuate the filter results, fine tune and elaborate the oil paint strokes with the Smudge tool.
